Ask these 7 questions to see if he is qualified. Of cause, before he answers you, he will get answers from "Prof. Google" and "Mr. Wikipedia". So, force him to answer on the spot. If he say he is not sure, the answers that he give you on the next day, will either from the internet or books. If he has a CCNA (Cisco Certified Network Associate), you are just asking him to "step 7 ants".
